City Commission/Elected Officials

The City of Lake Butler operates under the Council-Manager form of government. The City Commission is elected by the voters and, in turn, the Commission appoints a professionally trained individual as its City Manager. It is the responsibility of the City Manager to handle day-to-day operation of City business. The City Commission makes policy decisions and votes on all legislative or quasi-judicial matters required or enabled by state or federal law.

All of the seats on the Commission are at-large seats which means all commissioners represent the city at large and not any particular district. This allows residents to address particular issues with any commissioner.

Regular City Commission Meetings take place the third Tuesday of each month in the City Commission Chambers located at 200 SW 1st Street, Lake Butler, FL 32054 at 6:00 pm. Meeting agendas are posted for public viewing the Thursday before every meeting in the lobby at city hall. Agendas which are not posted online before a meeting may be viewed at city hall. Official copies of agendas and minutes are available upon request at City Hall.

Mayor Melissa Hendrix, Seat 4

Mayor Hendrix is a graduate of Bradford County High School and holds an Associates Degree in Business Administration from Santa Fe College. Ms. Hendrix is a certified Clinical Compliance Specialist for AvMed Health Plans. She is actively involved with the Farm Share program and is a supporter of locally-owned businesses, and her passion is to see this community grow.  Ms. Hendrix would desire to have unity in our community through engaging with citizens directly an to bring a better working relationship between the city and the county for what is best for all citizens and the community as a whole.  Clearer communication is her goal.   Her term expires June 2026.

Vice Mayor Rondoll L. Huggins, Seat 2

Vice Mayor Rondoll L. Huggins, Sr. is a warehouse supervisor with WestRock / Victory Packaging, Inc. located in Jacksonville, Florida. He has nearly 30 years of experience in both  management & leadership roles. He has been responsible for managing as many as 250 associates & 7 supervisors under my leadership.  He was born & raised in the beautiful City of Lake Butler & was a graduate of the class of 1990 UCHS.  He studied briefly at the University of Northeast Louisiana located in Monroe, LA before joining the workforce back in Jacksonville Florida.  He is a proud & devoted husband to his lovely wife & business partner Lisa Huggins for 27 years. They happily raised four now adult children and have seven grandchildren whom they love spending time with every chance we get.  They purchased property & built their final home here in Lake Butler in the area of town that he grew up in & have become heavily involved with our local school system & the Union County Babe Ruth Association giving of our time & our substance.  They have also been engaged in our local commissioners meetings & providing feedback & ideas to help enhance the city’s beauty & local areas of business.  Since moving back to the city of Lake Butler & attending the local government meetings. he has struck interest in the political realm & the community. He has had a passion for a very long time & never pursued this area of business because his focus was centered on my career & my commitment to ministry.  He waited until the opportunity was right in order bring his best efforts in to taking part in local government. He feels that at this point in his life, he has the knowledge & time to devote to this important position due to the various ways in which he is already involved with the community, such as connecting with & maintaining a positive relationship with residents, local businesses,  facilities & institutions. He has been involved with the Union County school system through various speaking engagements for youths & made sure to stay informed and up to date with local issues relating to the economy, political agendas &  decisions made by the current city commission. He feels that the next natural step is for him to become actively involved in local politics. 

Now, with the results of this latest election and the overwhelming support and choice of the citizens of Lake Butler,  He has been appointed City Commissioner Seat 2. As City Commissioner, he will focus on community safety by partnering with the local sheriff’s office to better understand their needs & provide ideas rallying around safety, assist with developing ideas for local businesses & support for the existing community businesses.  He will promote fiscal decision making, support local schools & work toward offering more opportunities for youth recreational programs that promote important values such as tolerance & respect in an ever evolving diverse community.  He will work to ensure that local government has positive effects on the quality of life & not be intrusive to the residents of Lake Butler.  He will tirelessly advocate to see an improvement in the conditions of our city streets & parks to keep our city looking clean & beautiful.  He would ensure that all residents have a voice & make decisions that are in the best interest of the city residents.  He is also devoted to long-term planning since he plans on living in & raising his grandchildren in the community & hopefully watch their children grow up here too.

   Commissioner Joe Stephenson, Seat 1

Commissioner Joe Stephenson is a retired businessman who owns Lake Butler Mini Storage, and he managed Lake Butler Apparel for years. Commissioner Stephenson graduated from Union County High School and attended The University of Central Florida. Commissioner Stephenson is married and has 4 grown children and 4 wonderful grandchildren. Commissioner Stephenson’s mission is to serve with the other Commissioners to make the City of Lake Butler a better place to live and work by utilizing his business experience. Commissioner Stephenson is proud to represent and assist the citizens of Lake Butler.

Commissioner Annette Redman, Seat 3

Commissioner Annette Redman has held her seat on the City Commission since 2014.  A graduate of Union County High School, she went on to retire from the United States Army.  She currently is a paraprofessional at Lake Butler Elementary School.  She has many achievement awards and a graduate of the University of Maryland.  A strong supporter and volunteer in the community, she is interested in the youth and molding our future.  Spearheading the movie night once a month, her efforts have many young people in attendance. Commissioner Redman is the city representative for the monthly Farm Share food distribution event held at Lakeside Park. Term expires June 2026.

Commissioner Fred Sirmones, Seat 5

Commissioner Fred Sirmones has been on the City Commission since 2010 and has served as Mayor for the last few years.  He is a self-employed contractor and works at the Florida Department of Corrections and is a former Sheriff’s Deputy.  He attended Florida State University and is also a professional firefighter.  His ability to mentor the youth by coaching was important and now has a passion for the welfare of the elderly.  Term expires June 2026.
